Primary Function
Plan, agree and implement the strategy for Rugby Coaching Development within the Constituent Body. Demonstrate fairness and openness with those stakeholders involved in the County Coaching – County Coaches, Club Coaches, Managers and Players.
Reporting
The CB Coaching Committee (CBCC) will report to the CBRDP Committee.
Key Terms of Reference
1. Plan a coordinated annual Rugby Coaching Development programme for the CB, in accordance with the RFU and CB Strategic Plans.
2. The CB CC will manage and implement the relevant section of the ongoing CB Development Plan on a day to day basis.
3. Prepare and manage the agreed CBCC budget.
4. Establish and manage an integrated player development and playing programme in accordance with the Structured Season.
5. Establish and maintain effective player tracking system.
6. Ensure the co-ordination of Potential Elite Player Development Programmes in conjunction with the Academies, Essex PDC, Premier clubs and CB School of Rugby in line with the Structured Season.
7. Make recommendations for the appointment of coaches and managers to all squads in conjunction with the Schools of Rugby chairman where appropriate, to the CBRDP executive.
8. Where and when appropriate, bring other partners and agencies together to ensure delivery of the CB Rugby Development Plan.
9. With partner agencies and stakeholders, ensure co-ordination of programmes to a regional and national basis.
10. The Committee will contain representatives from the following:-
i) The CDO and CB RDO where appropriate
ii) Senior Rugby
iii) Youth Rugby
iv) Mini Rugby
v) Women’s/Girls Rugby
vi) Schools Rugby
vii) CB Referees Society
The Coaching Committee shall undertake the following responsibilities
i) To identify and advise clear pathways for Coaches and Players in conjunction with the Coach Development Officer (CDO) and Rugby Development Officer (RDO).
ii) Club Coach development programme:- in conjunction with CDO and RDO.
iii) County Coach identification:- in conjunction with the Club Coaching Coordinators (CCC) identified via audit.
iv) County Coach education programme:- in conjunction with the CDO and RDO.
v) Coach mentor, assessor and tutor programmes: in conjunction with the CDO
vi) Coach tracking via CCC audit and Rugby First
vii) Coach appointments and recommendations to squads in line with RFU good practices
viii) Coach recruitment and retention programmes via Coach Education Programme, Conference and Mentoring.
ix) Assist in the implementation of the Schools of Rugby (13 –16 group) in conjunction with the Schools of Rugby chairman, CDO, RDO and designated National Academy.
x) To formulate and implement policy for exit strategy of players released from Academies back to CB Rugby.
NOTES
1. The full CBCC shall meet at least twice every year, more than 50% attendance shall constitute a quorum.
2. All appointments (Coach, Manager, and Player)to CB Squads will follow a standard, open and transparent selection process, Coaches and Managers via application procedureincluding interviews where appropriate, with minimum set criteria. Players via nomination and selection procedure.
