TOURNAMENT RULES
1 There shall be Schools Competition at the following age groups:
For boys under 13, 14, 15, 16 & 17 years of age on 1st.September in the season of the competition.
2 These rules shall apply to all competitions and for all age groups and wherever the word “Competition” is used in these rules it should have the meaning of the Competition at the appropriate age group.
3 The Competition shall be called “The Essex Schools Competition”.
4 The Competition is restricted to the Schools affiliated to the Essex County Schools RFU.
5 The Committee of the Essex County Schools RFU shall appoint an Hon.Organising Secretary for the Competition.
6 The Hon. Organising Secretary will generally organise and direct the Competition and in particular shall :
a) Send out invitations to member Schools.
b) Arrange the draw and final date by which a match in the competition shall be played.
c) Decide on seeding.
d) Decide on all questions regarding the interpretation of these rules and any breaches thereof in conjunction with the full committee.
7 All boys playing in the Competition must be on the school roll on the day of the match. It is expected that boys should not play out of their school roll age group.
8 A boy who has played for one school in the Competition may not play for another School in that Competition in the same season.
9 All matches must be played in accordance with the Laws and Bye-laws of the Rugby Football Union and it shall not be valid for any agreement to be made between the schools’ to play otherwise than in accordance with the Laws and Bye-laws of the RFU and these Rules.
10 Replacements may be used in the Competition in accordance with the Laws and Bye-laws of the RFU.
11 It is the responsibility of the School playing away to contact the home school and agree on a date for the match in the Competition. The home team in each match must provide some first aid on their ground including ambulance and telephone access.
12 With the exception of the Final Match of the Competition it is the responsibility of the School playing at home to provide an independent referee, but, (save as aforesaid) Schools concerned in any draw in the Competition may, by mutual agreement, appoint a school teacher from either of the Schools concerned in the draw of the Competition to officiate as referee. In the event of any dispute as to such appointment, the Hon.Organising Secretary of the Competition shall immediately be informed and he will appoint an independent referee. Referees for the Final in the Competition shall be appointed by the Hon. Organising Secretary.
13 Duration of play:
Under 12 Continuum Laws – U12 Midi Rugby
Under 13 & 14 Group – not exceeding 25 mins.each way.
Under 15 Group – not exceeding 30 mins.each way.
Under 16 Group – not exceeding 35 mins each way.
14 Size of ball: Under 13 & 14 Group – a size 4 ball shall be used.
Under 15, 16, & 17 – a size 5 ball shall be used.
15 The master in charge of the school team shall have available a list of his team with their dates of birth prior to kick-off. The opposition may ask to inspect their opponent’s team list.
16 With the exception of the Final Match in the Competition the team scoring the most tries in the event of a drawn match shall win the match. If the event is still drawn then the away team shall be the winner. In the Final Match of the Competition where the match is drawn at no-side the Schools the team scoring most tries shall be the winner. If the event is still drawn then the team scoring the first points shall be the winner. Should a 50 point differential be reached in any round the game should be brought to an end.
17 Schools shall immediately notify the Hon. Organising Secretary of any postponement or abandonment or replay of any match together with their proposals for the replay.
In each draw the first school named shall be the home side, but, with the prior approval of the Hon. Organising Secretary may alter the venue of the match if they so desire.
In the event of a colour clash the home side will change.
Should no agreement be reached between two schools on date/venue/KO of a match the Hon. Organising Secretary is to be the sole arbiter. The side which then fails to play on a date/venue/KO specified by him is deemed to have withdrawn from the Competition.
In the event of a School drawn at home being unable to play the tie on its own ground for any reason whatsoever, that School stays classified as the home side in the event of a draw no matter where the tie is played.
18 Immediately after each game the Master I/C of the home School shall notify the Hon.Organising Secretary of the result.
19 The Final Match of the Competition (U13,14 & 15) shall be played on “Essex County Schools Day”, 18th. March 2007 @ the May & Baker RFC. The U15 Plate to be played on Wednesday 14th March 2007; the U16 Final on Wednesday 21st March 2007, Venues TBA.
