Therapeutic Use Exemptions

 
 

Rugby players at a certain level of rugby competition must submit a Therapeutic Use Exemption (TUE) application to the Rugby Football Union (RFU) if they need to use a Prohibited Substance or Method for a legitimate medical condition.

TUE Application Forms

There are 2 different types of TUEs:

Standard TUE - This is required for any Prohibited Substance or Method on the current WADA Prohibited List except inhaled beta-2 agonists.

Beta-2-Agonist TUE – This is only required for the use of inhaled Beta-2-Agonists (Formoterol, Salbutamol, Salmeterol and Terbutaline) and Combination Inhalers (Symbicort, Seretide and Fostair) for the treatment of asthma.

Glucocorticosteroids

Players are no longer required to submit a TUE for non-systemic glucocorticosteroids but they must submit a Declaration of Use.

Players in the International or National Registered Testing Pool (i.e. Identified Players from the Senior England Elite Player Squad) must declare use via the Anti-Doping Administration and Management System at www.myadams.co.uk.

All other Players (i.e. England Squads, Guinness Premiership, First Division Rugby, National League 2 and 3) who required to submit TUEs are required to declare use via the 100% ME website at https://declaration.uksport.gov.uk.

However all Players required to submit TUEs will also be required to declare Glucocorticosteroid use on the Sample Collection Form at the time of drug testing.

Please note that a TUE is still required for glucocorticosteroids administered by oral, intravenous, intramuscular or rectal routes.

Who is required to submit a TUE or Declare Glucocorticosteroids?

Players at the below levels are required to submit TUE or declare glucocorticosteroid use proactively at the time they use a Prohibited Substance or Method:

   - England U16s
   - England U18s
   - England U20s
   - England Sevens
   - England Saxons
   - England National Team
   - Guinness Premiership
   - First Division Rugby

Players at the below levels are ONLY required to submit a TUE or declare glucocorticosteroid use retroactively within 10 working days following a drug test:

   - National League 2
   - National League 3 North and South

TUE Approval Certificates and Decisions

All Approval Certificates and Decisions for TUE applications will be sent via email to the Player’s club or team anti-doping contact.

Pre-Existing Abbreviated TUEs

Any pre-existing Abbreviated TUEs for inhaled Beta-2-Agonists to treat asthma will be vaild until 31st December 2009 however Players with one of these are encouraged to submit a new application using the new Beta-2-Agonist Application Form as soon as possible after the 1st January 2009.
