APPENDIX 1 YELLOW CARDS
1. The totting up process for suspension purposes will only apply to Clubs operating at Levels 1 - 4 inclusive. Totting up will only apply to yellow cards awarded for foul play. No further disciplinary action will be taken on yellow cards awarded for technical offences, save as in paragraph 4.b) below. However all yellow cards will be reported to the RFU, so they may be recorded, and will attract a fee as indicated in Appendix 6. 2. A player who receives three yellow cards for foul play during a season will have his case heard by the next RFU Disciplinary Panel to consider whether any further sanction is required. For the benefit of doubt this will be the scheduled Monday/Tuesday hearing after the expiration of the appeal period against the last yellow card. 3. A player may appeal against being given a yellow card within 120 hours (5 days) of the end of the match in which the yellow card was awarded. The appeal against that yellow card must be in writing or by e-mail or fax to the RFU Disciplinary Manager who shall convene a hearing as soon as is conveniently possible, and should be accompanied by monies as specified in Appendix 6 4. The hearing of an appeal against a yellow card shall follow the procedures set out in these Regulations where a player has been sent off but pleads ‘not guilty’ save that:
a) The Disciplinary Panel may impose that punishment which would have been appropriate had the player been sent off for the offence or cancel or confirm the giving of the yellow card. The player may be required to pay an administrative fee and the travelling expenses of the Referee and Disciplinary Panel; and b) A player who receives two yellow cards in a match (whether for foul play or technical offences) and is sent off after the second yellow card (i.e. awarded a red card), shall appear before a Disciplinary Panel. Where a Disciplinary Panel allows an appeal against one of those two yellow cards the red card shall be expunged from the player’s record. |
