Clearly there is no place for dangerous players never mind dangerous parents, spectators, coaches or referees. In the past I have been encouraged by a parent to 'clout' his child if he gave me any problems. Last season, a fellow coach whilst refereeing a mini game came close to sending off a coach who had literally thrown a child across the pitch (there were reasons why he did not do so). Such matters obviously fall under the description 'child abuse' and the CB, county and club policies on Child Protection should give clear guidance on what to do.
