Its up to clubs to educate players on the legal stud type and size / shape limits. Its up to referees to implement the laws. If players have illegal kit don't let them on the field. Seems harsh but we have been banging on about studs for years.

Is there ever going to be communication between the IRB/RFU or Other National Unions and the Boot Manufacturers?
The array of studs currently being sold is getting ridiculous. 90% of kids (and many adults) playing rugby use soccer boots, they have to be the latest fashion and parents won't/don't realise that the studs are a problem. Many of the makes available can't get replacement studs in them.
This lunchtime I found yet another 'must have' boot - the Nike Air Zoom - their studs are an absolute peach, triangular, sharp and plastic with metal tips.
As a referee, it is us that get's it in the neck when we tell people they can't play.
