I believe it to be a misguided attempt to keep the game flowing at this age. But as you point out the ruling has it's drawbacks viz more stoppages from 'dangerous play' issues. What we really need at this age range is more quality referees who have the 'nouse' to play advantage rather than blow up for every offside infringement.

I AM NOT CONVINCED THAT THE DECISION TO STOP TEACHING THE OFFSIDE RULE AT THIS AGE(PARTICULARLY u10)IS A GOOD IDEA.THE REFEREE ENDS UP BLOWING FOR DANGEROUS PLAY MOST OF THE TIME AS BODY'S CHARGE INTO THE TACKLE ZONE FROM ALL DIRECTIONS.CAN ANYBODY ELSE JUSTIFY THE CHANGE.WE ARE STILL TEACHING OFFSIDE.
