Peter - pretty sure it's at the place of the latest offence, (i.e. touching the ball) if that's closer to the offending side's goal line.

The change makes it a Penalty Kick offence to illegally touch the ball however where is the resultant Penalty Kick. Is it at the place of Infringement or is the original kick progressed 10 metres
