Law 20.2 (a) When a scrum has formed, the body and feet of each front row player must be in a normal position to make a forward shove.
Law 29.0 (g) Front row players must not twist or lower their bodies, or pull opponents, or do anything that is likely to collapse the scrum, either when the ball is being thrown in or afterwards.

I've looked through Law 20 and can't find anything regarding an intentional wheel by either a prop stepping back, or the second, and back-row stepping sideways. Can anybody tell me if I've been mistaken all these years?
