there is also an expeectation that a pack will also "take" the hit.
ie packs cannot "over hit" but also should endeavour to take the initial packing hit.
Otherwise packing into a scrum couldn;t work at all. (Fold ins being generally less strong than small impact formation)

The laws are clear that scrums shouldn't compete until the ball is put in. If either team 'hits' on the engage, or pushes strongly or changes body position before the ball is put in, surely they should be penalised, be it international or under 9? Doesn't sound like rocket science.
