It's not unworkable. No-one will be looking for 5m accuracy, but even 3m gives the attackers much more time to work the ball as they want to. It will free up midfield space, even at the lowest grass-roots level.

If the scrum is driven backwards, does the defending side have to retreat back 5m from the base of the scrum in the new ELVs.
