In minis, U12s can play as U11s, U10s as U9s and U8s as U7s. U12s can also play UP as U13s.
Anything else requires special permission from the RFU and it isn't something they give lightly.
This is all clearly written in the current Continuum, the current RFU handbook and on this website.
Trouble is a lot of people like to pretend "it's all a bit grey" and "no, I'm sure it says we can play a child up..."
It's not helped by the fact that the Continuum age grade regulations *have* changed over the years and there may be a few old copies of past years Continuums lying around. (For example, my wife just found our 2005 copy which says U11s can play as U10s...)

It _may_ be possible to gain a spacial (one off) dispensation for an individualk in specific circumstances and AFAIK such a dispensation would need to be renewed/revisted every season, and when "utilised" would need to be displayed physically ie the RFU headed letter shown.

I wonder if you can help. I was under the impression in mini rugby players can only plan down, up to 2 players with a special dispensation.
Are there any circumstances where a player can play up?
