The ELVs that got away?

Here are 2 that IMHO ought to be on trial:-

(1) After a successful penalty kick at goal, play restarts with a scrum to the non-offending team at the mark for the penalty.

This makes a short range penalty bite much harder without distorting the points system, and without resorting to cards.

(2) If an attempted drop goal misses, it is treated like a punt.

In the Super14 the other day, Francois Steyn attempted one from 60+ metres. However clever the kick itself, do we really want to encourage such long-range, undefendable efforts? (And personally I would like to reduce its points value as well.)
