Highside, there's discussion on this among refs, but most accept you can't turn a maul into a ruck under current laws, so there should be no ensuing ruck to win. A maul currently ends unsuccessfully when it collapses. So how else might the ball get to ground?
The ball carrier is allowed to go to ground, but if the ball is not IMMEDIATELY available to be played, the ref should blow up for an unsuccessful end to the maul. This is often poorly refereeed at all levels - if the ball carrier's knees touch the ground, he's gone to ground. If the ball is still being grappled for, the maul should end then with a turnover.
If the ball is clearly won in a maul, the attacking side would be mad to put it on the deck, where someone's size 11's might kick it to the oppo. So we are really talking about trying to get the ball to ground while the oppo is trying to stop you. personally, I think the RFU will move heaven and earth to avoid any U.19's being allowed to collapse mauls. But if it is collapsible, your logic is correct. But this leads you to award the scum to the collapsing side, which is what they are entitled to - refs should never invent their own laws to satisfy their own particular view of what is just - despite the old mantra of Safety, Equity, Law - in that order.

I'll let others discuss the safety or otherwise, but consider this.....
Following an unsuccessful end to a maul, its a scrum to the team that didn't take it in right?
Also, in the continuum we are told that we must blow up immediately a maul collapses so that there are no pile-ups.
So when a maul is pulled down the referee is supposed to blow straight away and give a scrum to the team that pulled it down.
Mauling is going to be a spectacularly ineffective tactic in the Continuum isn't it?
Is this part of the Australian master plan? Are they that cunning? (Yes this paragraph is not intended to be taken serisouly).
The really bad part is that we will all just ignore the express wishes of the continuum in order to allow the attacking side a fair chance to win the ensuing ruck. We will not blow up immediately - it just won't seem fair As usual, the game will probably work in spite of the laws. What a mess.
