The RFUW are very strict on this. However the age ranges for youth girls differ to those of the boys as they are; Under 15 - which includes school years 8, 9 & 10 Under 18 - which include school years 11 & 12 and up to 18 years of age.
Therefore having a wider age group should remove the 'need' to play players out of age group.
IMO the continuum is clear enough for the mini age groups the issue remains in dealing with teams who 'abuse' the laws.

I've just seen this in the RFU/W Discpline Regulations section of their handbook:
"RFUW Age Band Disciplinary Process
If a player is found to be playing outside of the age bands set by the RFUW serious action will be taken.
All cases must be reported in writing to the relevant Constituent Body Disciplinary Officer for investigation and action. If a coach is found to have breached the rules they will be charged with bringing the game into disrepute".
A pity the same clarity doesn't apply to the Continuum. (Perhaps it does - to coaches of girls under 13...?)
