You're not paying attention. It'll be China in '15. They invented the game, remember. The eagle will land in the Bird's Nest (if it can find it in the smog). And the ABs will win at last, refs can't spot their offsides even in good vis.
'19 will be in Russia, as part of Uncle Vlad's bid for global supremacy. And they'll welsh on the £14M.

It's the economy, and the government. Remember how Helen Clark flew from an economics summit in Hong Kong to make the final push? No Japanese politician would dare do that.
I have heard that the government of any country wishing to host RWC must guarantee the IRB 14 million pounds. Japan (or other emerging nations) would never recover that amount of money, even if supporters came from all over. The game is not big enough in Japan to guarantee big enough gates, (and staying there is not cheap). As I said before, the IRB can countenance losing money in NZ, but not 2 tournaments in a row. Wouldn't it be great to see the tournament spread around the Pacific Nations, but it ain't gonna happen.

why is it assumed that a tournament in Japan will lose money?
HK sevens is massive, Japan is an easy flight from Australia and NZ and Asia has quite a large population of expats that are rugby fans. Not to mention the 123 million people living in Japan and the 126,000 registered players.

The issue is profitability. My source tells me that while France was profitable, New Zealand will be a financial loss. The IRB cannot afford 2 successive money-losing tournaments, so for 2015, England is looking strong (although Scotland are making it difficult), there will be a profit there, then they can afford to lose money in Japan in 2019.

Just found this and first I've heard, seems that they will announce hosts for both tournaments next year.
I'd put my money on Japan/Asia and England, just not sure which way round, probably England first so they don't have to worry about the profitability of Japan so much. However, how much would a 2019 England RWC make for the IRb after rugby has become 'big' in Asia?
