Zackly The IRB took away the RFU's ability to publish their own Law Book a few seasons ago and hence we have an annual IRB Law Book dated January (not as it used to be September for RFU's). What seems crazy is that ELVs are not automatically included in the Law Book by the IRB. I know SARU has broken ranks and done their own, and that the RFU may consider following suit (but it is a major unbudgetted cost to do so in England in 2008).

I'm not questioning at all the RFU's decision to ban the iRB's Maul ELVs 2 & 3. But the "cascading" of rulings after the significant number of ELVs to be understood, absorbed & applied AFTER the Law Book was published has turned out to be something of a torrent. Players, coaches and of course referees need coherent Laws from one source only - the Law Book.

It's only part of the process. CBs & Referee Societies have already held briefings & training sessions.
The messages on this website are in addition to that. Personally I feel a very, very welcome addition.

All of these were published to the English Refs Societies and County Unions for cascading out in the normal way. The ommission of ELvs 2 & 3 for U19 rubgy in England are not interpretations, but approved IRB Law Variants taken by a Home Union in the interests of safety, until satisfactory evidence can be provided to prove it is a safe thing to do for U19s.

Help needed. I've made a note for myself that ELV 2 (Head & shoulders above hips on entering Maul) and ELV 3 (Pulling down Maul) are NOT to be applied in Junior Rugby (U19 to U13 incl.). However, I cannot find the WRITTEN guidance on this AND I'm not sure if these were iRB global "U19" Junior Variations or RFU-only Junior Variations. Can you point me me to published written guidance ? Thanks - "very much indeed" - as they over-state on TV !
