And hence, since they do NOT apply to Junior Rugby in RFU-Land, ELVs 2 & 3 qualify as RFU Variations (from Adult rugby) for Junior Rugby - as advised in RFU Presentation in September.
Adults may now join a Maul with head & shoulders below hips and pull down a Maul. Juniors in RFU-Land may do neither of these things.

Zackly, I think you mis-wrote that. ELVs 2 & 3, along with the scrum wheel turnover ELV, are the only ones DISAPPLIED by the RFU for Juior rugby.

Y'all. IMO only ELVs 2 & 3 qualify as Variations authorised by RFU for Junior Rugby.
ELV 12 (SH offside lines) applies to all levels. (and it's Example b of ELV 12 that misleads us about the revised Laws).

I don't see that the new ruling affects the current understanding of where the defending scrum half can stand at the throw-in. It merely corrects the incorrect example given in the ELV Guide, and brings the situation into line with what the law actually says.

Didds: the offside line for the SH is (until the iRB changes its mind yet again) a line running through the hind feet of the scrum. This line extends across the entire pitch, so the SH can be anywhere along that line on either side of the scrum, as long as he is not ahead of the #8's back foot.


I don't think the ruling is yet up on the iRB site. When it is, we'll have to think about what, if anything, this does to our understanding of where the defending SH can stand at the time of the put-in.

ah... does that mean then that he can;t then act as a defnder on a similar line on the other side of his own scrum?


e.g. he is on the RHS of his scrum, but cannot take up a defensive position to the left - as this woud mean moving behind his own number eight to do so?


(talk about a halfway house interpretation!)

I am on hols at moment and master is on my work PC so will need to make update to scrum half offside next week.


I downloaded pdf to my home PC last week no problem. The RFU website is nearly as bizarre as IRB decision making process!

Yes Didds - RFU are open mouthed that IRB has gone full circle and now agreed this interpretation, after all the hassle they gave us in August about the 'must stay 1 metre to scrum', which incorporated into the RFU ELV presentation decks.

Yes. As long as he doesn't come past his No8, *his* offside line now extends across the whole pitch and is (generally) 5m ahead of the backs.


(Lots of people feel the IRB really, really needs to get its collective act together on ELV issues.)

That is not a valid url (web address). The 20% stuff indicates there is a 'gap' blank


go into www.hantsrefs.org.uk and go through the menu to Youth and the file manually.


The Hants Ref Youth matrix will shortly be changed anyway following Friday's IRB scrum half offside clarification (what a bunch of jokers they are with yet another change). Defending SH does not have to stay within 1m as long he is behind back foot !

Hi Everyone,


I know that a number of Societies use the Youth Guide that appears on Hampshire Referees website.


I have incorporated ELV's and attached for Referees, Coaches and Clubs to use.


If there are any mistakes please let me know so that I can rectify.

Zacly, the "technical difficulty" is that this whole website is rubbish. The RFU should be ashamed of it - but I doubt they are!
