This
document is the RFU's 'Alternative Tender' response to the IRB's
revised 'Invitation to Tender' issued on 19th November 2002. It
should be read in conjunction with the Appendix.
The revised 'Invitation to Tender' allows Tenderers to submit, in
addition to submitting one Traditional Tender, one further Tender
Response based on an alternative Tournament Structure - 'Alternative
Tender' - to take place between June and November 2007.
The Alternative Tender must comply with all the terms of the Tender
document (save for the Tournament Structure).
This document contains our Alternative Tender proposals together
with a full explanation of its merits and the advantages for the
global game of Rugby Union. It is based on 'The Preferred Option'
set out in our initial bid submission in October 2002 but with a
number of enhancements and improvements as a result of the dialogue
we have now had with other Council Unions, FIRA and Developing Unions.
