The Adult Competition Review Steering Group, chaired by John Douglas, worked over a two-year period in conjunction with a wide range of stakeholders to produce this report and its recommendations on the structure of rugby competitions in England.
The group has brought together a range of research and diverse views into a set of recommendations they believe best serve the changing needs of our game. There have been extensive consultation opportunities and many groups across the game have contributed.
The RFU Council is being asked to vote on these recommendations at its meeting on April 11, 2014. Responsibility for overseeing any changes will rest with the Community Game Board.
